Run north to the water.

Round the bend to the right.

Run South a bit, and then go down this alley way.

The thieves are right over this wall.

Go back to the codex page, and wait for the thieves to catch up to you.

Tell the thieves to draw the guards off.

Then walk in and loot the codex page.
