Your external IP address can change from time to time based on your ISP and their settings. You have no control over your external IP address. It is the address that your ISP assigns to you.

The usual way of determining what your external IP address is is to visit a web page that reports it back. Web servers always know your external IP address because this is how they send data back to you as you navigate the web.
