Will
This chapter is immediately after you kill Michael and is connected to Michael's mission.
Go inside the garage and you'll receive your target confirmation. A message will also appear that you're in a hurry.
Use telekinesis on the oil can above Will's head and shatter it open. Oil will then pour on Will.
After the oil pours on Will equip your combustion ability (press 5) and set Will on fire. Wait for him to burn and the chapter will end.
