Using aimed shot shoot at the vehicles and make your way to the ramp.
You jump from the ramp with a big explosion.
Gallo is getting away. So get to the pier.
You need to hit the ramp present at the end of pier.The car destroys the ship killing gallo.
Finally you speak with someone on phone and get out of there.
Game is finished.
