Boulder City Showdown
Once you're in Boulder City, talk to Lieutenant Monroe and tell him to let you inside the city so you could negotiate with the Great Khans.
After you've talked to the Lieutenant, meet Jessup inside the builiding straight ahead.
Head inside and talk to him, once you've convinced them to free the hostages, go back and tell the Lieutenant about the deal Jessup has made with them.
Head outside and talk to Lieutenant Monroe. This is going to be the end of That Went That-A-Way and Boulder City Showdown quests.
