Needle in a Haystack
This mission is aptly named. Another green circle will appear on your map. The target in that green circle is really hard to locate.
You will find a place with four guards guarding an entrance. When you walk by one of the people those guards are guarding will notice you. That's how you know where your target is.
Here's the location of the target. This was taken after I killed him, so there is no green circle.
Grab the nearby courtesans. No pun intended, but one obviously made.
Send them in to distract the guards.
Move in behind the guards.
I verified that was my target with my eagle eye, before I killed him.
