Paperboy
Your dad has given you a letter to be delivered to someone.
I usually just take to the rooftops for the delivery of letters. It's a bit quicker, and running through streets crowded with people.
Deliver the letter to the glowing guy. He will tell you that the person the letter is for is out of town. Then you have to return to your father to complete the quest.
Run back to your Dad.
When you get there you'll get another cut scene.
Paperboy should now be synched. This quest will also unlock the courier quest line.
